NOx emission limit for daily waste burning power generation

1 Scale

This specification specifies the NOx emission limit, monitoring and monitoring requirements of the daily waste combustion plant, as well as the implementation and supervision of the specification.

This specification is applicable to the handling of nitrogen oxide emissions from existing daily waste combustion plants, as well as the environmental impact assessment, environmental maintenance equipment planning, completion inspection and handling of nitrogen oxide emissions after the construction of new, rebuilt and expanded daily waste combustion plants.

The NOx emission of industrial kilns with daily waste quality more than 30% of the total mass of materials entering the furnace (kiln) and special combustion furnaces for sludge and general industrial solid waste generated by daily sewage treatment equipment shall be subject to this specification.

This specification is applicable to the discharge of pollutants allowed by laws and regulations, the site selection of newly established pollution sources and the handling of existing pollution sources in special maintenance areas. 3 Terms and definitions

The following terms and definitions are applicable to this specification:

3.1 Combustion furnace

A device for treating daily waste by high-temperature oxidation.

3.2 Non hazardous industrial solid waste

Solid waste generated in industrial production activities, with the exception of hazardous waste.

3.3 Existing municipal solid waste incinerator

Before the implementation date of this specification, the daily waste incinerator has been built and put into use or approved by the environmental impact assessment document.

3.4 New municipal solid waste incinerator

New daily waste incinerators, reconstruction and expansion of VOCs online monitoring system approved in the environmental impact assessment document after the implementation of this specification.

3.5 Standard conditions

The gas condition when the temperature is 273.16K and the pressure is 101.325kPa.

3.6 Average value

During the sampling period, the average values of the test values of at least three samples shall be collected at equal time intervals (Zui is less than 30 minutes and Zui is more than 8 hours).

4 Emission control requirements

4.1 Time division

Existing enterprises still perform GB18485-2014 Code for Daily Waste Combustion Pollution Control before July 1, 2019, and this code will be implemented from July 1, 2019.

Newly built, rebuilt and expanded enterprises shall implement this Code as of the date of implementation.

4.2 Control requirements for organized emission

The emission concentration of nitrogen oxides from the daily waste incinerator shall comply with the limit values in Table 1.

4.3 The production equipment shall adopt reasonable methods and shall not be diluted for emission. Before the national standard exhaust volume per unit product of irregular production equipment, the 11% (V/V%) O2 (dry flue gas) concentration is taken as the basis for determining whether the air pollutant emission is up to the standard based on the actual measurement converted to the specification.

4.4 Each daily waste incinerator must be equipped with an independent flue gas purification system and an online flue gas monitoring device. The treated flue gas shall be discharged through an independent exhaust funnel; Multi cylinder cluster discharge can be selected for exhaust funnel of multiple daily waste incinerators.

4.5 The enterprise shall establish a pollutant emission control account and keep relevant records. The waste gas treatment device shall be equipped with a useful monitoring system for operation or emission, and the records shall be kept for at least three years.

5 Monitoring requirements

5.1 Enterprises operating waste burning plants shall establish enterprise monitoring systems, develop monitoring plans, conduct self-monitoring on pollutant discharge and its impact on the surrounding environment quality, keep original monitoring records, and publish monitoring results in accordance with relevant laws and regulations, Environmental Monitoring Procedures and other rules.

5.2 The requirements for active monitoring equipment for pollutant emission of enterprises operating daily waste combustion plants shall be implemented in accordance with relevant laws and regulations and the Rules of the Measures for Active Monitoring of Pollution Sources.

5.3 The operating enterprise of the daily waste burning plant shall plan, build and maintain long-term sampling outlets, sampling test platforms and drain outlet signs in accordance with the requirements of the environmental monitoring rules and technical specifications.

5.4 The sampling of the waste gas discharged by the enterprise shall be conducted at the regular pollutant emission monitoring location according to the type of the monitored pollutants. If there is waste gas treatment equipment, it shall be monitored behind the equipment.

5.5 The monitoring frequency and sampling time of NOx emission in flue gas shall be in accordance with the national regulations on pollutant source monitoring.

5.6 The setting of sampling points and sampling methods shall comply with the rules of GB/T 16157, HJ/T 397 or HJ/T 75, HJ/T 76.

5.7 The administrative department in charge of environmental maintenance shall use random methods to carry out daily supervision and monitoring on the daily waste burning plant, and at least once a quarter to monitor the nitrogen oxides in the flue gas.

5.8 The methods and specifications listed in Table 3 or the equivalent analysis method approved by the Ministry of Environmental Protection shall be used for the determination of the emission concentration of nitrogen oxides.

6 Implementation and supervision of specifications

6.1 This Code shall be implemented under the supervision of the administrative department of environmental protection and the professional department of the people's government at or above the county level.

6.2 In any case, the daily waste burning plant shall comply with the ammonia oxide emission control requirements of this specification and adopt necessary measures to ensure the normal operation of pollution prevention equipment. The environmental protection departments at all levels can obtain the average value by sampling on site when conducting supervisory inspection on the daily waste burning plant, and use the monitoring results as the basis for determining whether the pollution discharge behavior conforms to the emission specifications and implementing the relevant environmental maintenance measures.
