The ultra-low emission dust meter should be included in the information disclosure publicity system to complete an illegal and limited action.
Cheating outstanding people will be interviewed
The implementation plan specifies that the leadership responsibilities should be strengthened. The district and municipal environmental protection departments with outstanding fraud problems can disclose and interview their government officials, and instruct the district government to investigate and rectify. The environmental monitoring organization and personnel shall perform the recording duties and responsibilities according to the relevant provisions of the national environmental monitoring intervention marking and recording, and shall provide instructions, letters, oral opinions or hints for the party and government leaders and relevant staff to intervene in environmental monitoring, so as to achieve the whole process marking, legal extraction, media storage, archiving and inspection. Those who do not truthfully record or conceal improper interference and cause serious consequences shall be criticized and warned.
Who signs the monitoring data
It is proposed in the plan that the data quality responsibilities of environmental monitoring organizations should be precisely defined, and the responsibility system of "the person who makes the number shall assume the responsibility and the person who signs the responsibility" should be established. The environmental monitoring organization and its personnel shall be responsible for the authenticity and accuracy of its monitoring data. Environmental monitoring organizations shall carry out monitoring activities in accordance with the national and municipal environmental monitoring norms. The sampling and analysis personnel, reviewers and authorized signatories are responsible for the authenticity of the original monitoring data and monitoring statements for life.
In case of illegal operation or direct tampering or falsification of monitoring data, the responsibilities of relevant personnel shall be investigated in accordance with the law and discipline. Implement the environmental monitoring quality management system. The environmental monitoring organization shall obtain the qualification certificate of the inspection and testing organization according to law, and establish a quality management system covering the whole process of point distribution, sampling, on-site testing, sample preparation, analysis and testing, data transmission, evaluation, inductive analysis, statement preparation, etc. Establish the internal quality control regulations of the environmental monitoring organization, carry out the daily protection of monitoring equipment according to the regulations, and regularly carry out the verification and calibration of monitoring instruments and the quantity traceability. The instruments and equipment specially used for online active monitoring and monitoring shall meet the requirements of relevant environmental protection specifications, and the reference materials used shall be certified reference materials or traceable reference materials.
Illegal acts are included in credit supervision
The plan specifies that the monitoring quality supervision and inspection of environmental monitoring organizations should be strengthened, and the fraud of monitoring organizations and personnel should be severely investigated and dealt with. If environmental monitoring organizations and personnel cheat or participate in cheating, the environmental protection, quality and technical supervision departments, supervision organs and public security organs shall deal with or punish them according to laws and regulations; If it is suspected of committing a crime, it shall be transferred to the judicial organ to investigate the criminal responsibilities of the relevant responsible person according to law.
Together, if the personnel engaged in the protection and operation of environmental monitoring equipment implement or participate in tampering, falsifying active monitoring data, disturbing active monitoring equipment, and damaging the environmental quality monitoring system, the VOCs online monitoring system will be severely punished according to law.
